POPLHLTH 311 : Shaping Health Policy

Course Prescription

Investigates recent changes to the ways in which governments seek to intervene to improve a population's health. NZ case studies will be used to illustrate the interrelationships between research, policy and practice in a devolved health system and the changing relationships between government agencies and health providers.

Course Overview

What are the key things that shape whether or not New Zealand has a tax on sugar-sweetened beverages, whether or not a new cancer drug is publicly-funded, or how health workforce shortages are addressed? Policy is about what governments do (and about what they don't do). This means we need to understand how values, research and interests of many groups and organisations (not just those that are part of government), shape the decisions that are and are not made. This course also takes an in-depth look at how policy decisions and directives are implemented, and how we can evaluate whether or not policy initiatives work. The concepts and insights of policy studies are useful in understanding the policy issues that are of major concern to those interested in public health and health care services.

Learning Outcomes

By the end of this course, students will be able to:
  1. Demonstrate understanding of the roles of different policy actors (political parties, government organisations, interest groups, non-government organisations) in the development and implementation of policy. (Capability 2.2 and 5.2)
  2. Conduct independent research into New Zealand health policy issues (Capability 1.1, 2.2, 3.2 and 6.2)
  3. Describe and evaluate the range of stakeholder perspectives on specific health policy issues, and explain how and why these perspectives differ (Capability 1.1, 2.2, 4.1, 5.2 and 6.2)
  4. Critically appraise and evaluate how inter-organisational relationships operate in practice (Capability 1.2, 2.1, 3.2, 4.1, 5.2 and 6.2)
  5. Critically evaluate how health policies are implemented (Capability 2.2, 3.1, 3.2, 4.1, 6.1 and 6.2)
  6. Demonstrate a capacity to apply key concepts covered in the course to specific New Zealand health policy topics. (Capability 1.2, 2.1, 2.2, 5.2 and 6.2)

Policy on late assessments
It is very important to get your assessments in on time.
If you are not able to meet the deadline for submission you must notify the course coordinator/lecturer, BEFORE the due date/time to avoid penalties resulting from not having an approved extension.
If circumstances prevent a student making an application before the assessment due date/time, the Academic Director will consider and may approve an application for late submission.
The School of Population Health policy on late assessments is as follows:
Due dates for assessments are strictly observed.
Extensions will only be given in exceptional and unavoidable circumstances, and if approved by the course coordinator/lecturer BEFORE the assessment due date. Penalties will be imposed for extensions (see below).
Late assessments where an extension has not been given will be penalised as follows:
Up to 2 weeks (including weekend days) late - 5% off the assessment total mark for each day late e.g.
if an assessment is out of 40 and is 1 day late, then 2 marks (5% of 40) will be deducted from the grade achieved
if an assessment is out of 40 and is 5 days late, then 10 marks (25% of 40) will be deducted from the grade achieved
More than 14 days late – the assessment will NOT be graded

Workload Expectations

This course is a standard 15 point course and students are expected to spend 10 hours per week involved in each 15 point course that they are enrolled in.

For this course, you can expect 2 hours of lectures, a 1 hour tutorial, 2 hours of reading and thinking about the content and 5 hours of work on assignments and/or test preparation.

Other Information

This course is held at The University of Auckland Grafton Campus. Lectures are 12.00-1.00 pm on Monday and 3.00-4.00 pm on Wednesday. Tutorials are on Wednesday or Friday at 9 am.

Course materials are made available in a learning and collaboration tool called Canvas which also includes reading lists and lecture recordings (where available).
