Course Prescription

The critical skills and judgments required in the urban planning implementation process, including Assessment of Environmental Effects/Social Impact Assessment development.

Course Overview

The course is based around lectures and assignments giving students the opportunity to gain practical experience in understanding the basics of applying planning provisions related to a site and both ‘lodging’ and ‘assessing’ resource consent applications. The lectures will cover the relevant sections of the Resource Management Act 1991 (RMA) and how they are applied in practice. They will also consider the urban planning implementation process and the range of planning methods used within the Auckland Council’s Auckland Unitary Plan and how it is applied to the urban planning application process.

Learning Outcomes

By the end of this course, students will be able to:
  1. Provide students the opportunity to understand, and then apply, the urban planning skills required and developed through their previous years of study to the urban planning applications process under the RMA. These skills include those developed during the planning law, infrastructure, environmental effects assessments, and urban design courses (Capability 2.3)
  2. Focus on the statutory resource consent application process and towards the student gaining an understanding of the intention and desired urban planning outcomes used throughout the district plan process. It is also designed to give students an appreciation of the time pressures set out within the RMA (Capability 1.1)

The Urban Planning programme policy requires ALL elements of course assessment to be submitted by the due date/time, to pass this course. This applies to ALL assignments, tests and examinations (excluding the Quiz). Requests for extensions of time must be submitted and approved using the online Extension of Time Application form available on Canvas. Students should notify the Course Director/Course Coordinator of their situation as soon as practicable, and preferably before any due date. Notifications by students should include information about the unexpected circumstances and should attach evidence to support this if available. Notifications received after an assessment due date will be accepted, where this is reasonable, within the context of the course. If possible, students are encouraged to seek medical, counselling or other support from the most appropriate sources. Any coursework not received by the due date and time, and for which no extension of time has been approved, will receive the grade ‘DNC’ (Did Not Complete). A DNC for any one piece of course work will result in a DNC for the WHOLE course. A DNC for the course is a FAIL.

Teaching & Learning Methods

The course contains a mixture of taught and self-directed learning sessions. The lectures will concentrate on aspects necessary to enable students to undertake the relevant parts of the resource consent process and the assignments. However, it is expected given that this is a Stage 7 level course that students will undertake in-depth research outside class time

Workload Expectations

This course is a standard 15 point course and students are expected to spend 10 hours per week involved in each 15 point course that they are enrolled in.

For this course, you can expect 22 hours of lectures and  118 hours of reading and thinking about the content, work on assignments and/or test preparation.

Delivery Mode

Campus Experience

Attendance is required at scheduled activities including tutorials to complete components of the course.
Lectures will be available as recordings. Other learning activities including seminars will be available as recordings.
The course will not include live online events.
The activities for the course are scheduled as a standard weekly timetable.

Course materials are made available in a learning and collaboration tool called Canvas which also includes reading lists and lecture recordings (where available).
